A nationwide military organization formed prior to World War II with members including reservists, retired military personnel, soldiers on leave, and veterans. The organization was founded in- 1910 at the initiative of Yoshikazu Tanaka, Director of the Military Affairs Division of the Ministry of the Army, and included members of the Army in- 1910, Navy in- 1914, and became a public organization by imperial decree in- 1931.
