This is a Portuguese Navy "Marine" red and dark blue uniform patch badge.
This type of patch badge was issued to the Portuguese Navy Marines that were deployed for base protection missions in Portuguese Africa during the Ultramar War (Portuguese Colonial War, 1961-1974).
These started to be issued to all marines after 1974 when the marine course was unified aand now all marines have infantry and special forces training.
