Vilnius (capital) police

On 11 March 1990, the newly restored State was in need of new institutions, therefore, there was the necessity of carrying out substantial reorganisation in all the following spheres of life: economics, economy, legal system, and of founding new law enforcement institutions. The first step of such reorganisation procedure was the adoption of the Law on Police. Under the Law on Police, on 30 January 1991, the Lithuanian Government passed the Ordinance No 22 that determined the renaming procedure of internal bodies into police units in the cities and regions. Vilnius City Board for Internal Affairs was renamed Vilnius City Police Headquarters, while its territorial divisions for internal affairs were called police units.

By the then Order No 74 of 19 April 1991 of Mr Misiukonis, the Minister of the Interior, the post of the Chief Commissioner of Vilnius City Police Headquarters was appointed to Vytautas Leipus, who had been in charge of Vilnius Militia for a few last months.

Vilnius City Police Headquarters conjoined the following police types and services:

Criminal Police: This service merged the following structural entities, included in the staff list of militia: the Sixth Division which was renamed the Organised Crime Investigation Service, Division of Fight against Property Embezzlement renamed Economic Crime Investigation Division, and the Inspectorate for Juvenile Affairs was detached from Criminalistic Expert Examination Division of Criminal Service to become the structural body of municipal police.

Public police: This Service merged the following bodies that were on the staff list of militia: Individual Metropolitan Battalion of Patrol Service, which became the Unit of Patrol Service; the former Division for Persons Arrested under Administrative Procedure and Reception and Distribution Point for the Persons Detained for Vagrancy, renamed Reception and Distribution Point; Facility of Temporary Detention, renamed Detention Facility, former Individual Escorting Squad, which became the Escorting Squad, and the newly established division of public police.

Municipal police: It merged the established Department of Police Station Organisation and Prevention (previously known as Medical Facility of Sobriety, which later became Detoxification Centre of Municipal Police of Vilnius City Police Headquarters) and all police stations established later.

Traffic police: It saw a number of structural changes. The staff list included the following approved divisional bodies: Management, Analysis and Administrative Practice Division, Economy Unit, Office, Special Battalion of Traffic Police, Accounting Division, Emergency Unit, Interrogation and Search Department, Logistics Division, Administrative Practice Division, Squad Commanders. The Technical Maintenance Group and Agitation and Propaganda Group were abolished.

Security police: Security Police Division under Vilnius City Police Headquarters was established.

In addition to the above mentioned divisional bodies, other Services of Vilnius City Police Headquarters were approved, namely Migration Service (after the abolition of Passport Subdivision) and Subdivision for the Issue of Passports under Migration Service.

Corrective Labour Inspectorate of Vilnius City Police Headquarters was established as a separate divisional body (former Inspectorate of Corrective Services).

Former territorial units of Vilnius City Board of Internal Affairs became police units of Vilnius City Police Headquarters. In total, six Vilnius City police units were established.

By the Order of 6 May 1991 of the Ministry of the Interior of the Republic of Lithuania, the following structure of territorial police units of Vilnius City Police Headquarters was approved: Chief, Deputy Chief (Chief of criminal police of the police unit), Staff, Service of Computer Science, Emergency Unit, Office, Economy Unit, Division of Criminal Search, Interrogation Division under the territorial police unit, Municipal Police, Chief and Prevention Service, Units of District Inspectors, police stations (at the first stage only in the First Police Unit), Interrogation Groups, inspectors for juvenile affairs, Passport Division, Corrective Labour Inspectorate.

Together with the establishment of the First Police Unit, the structure of Žirmūnai Police Station was approved. This police station was the first police station in Vilnius City, while the First Police Unit of Vilnius City Police Headquarters was the first to be divided into police stations.

Reorganisation of Vilnius City Police Headquarters was carried out smoothly and completed in 1992 with the establishment of the last municipal police stations (10 in total). The reformation of the metropolitan police has been conducted repeatedly since 1990. The staff list was subject to amendments a few times, yet a successfully completed transitional period was like a guarantee for further activities of Vilnius City Police Headquarters.

In 2000, after the extension of boundaries of Vilnius City, on 1 February, the Seventh Police Unit of Vilnius City Police Headquarters was founded.
